So, I'm back to living with "Keep the taskbar on top of other windows" unchecked and hitting the Windows key to see the taskbar if any Windows are open. BTW - if you have a newer Windows keyboard with the funny keys on it you don't need to use Ctrl-Esc, just hit the Windows key and then the desired key. Clearly something on the Start menu is enabling this (ie directly, not via the Shutdown submenu) but it's not visible. Suggestions gratefully received.
